काठमाडौँ । सत्तारुढ दल नेपाल कम्युनिस्ट पार्टी (नेकपा) का बहुमत सदस्यहरुले मंगलबार प्रधानमन्त्री ओलीले चालेको कदम गलत रहेको निश्कर्ष निकालेको छ । मंगलबार नेकपा अध्यक्ष प्रचण्ड निवास खुमलटारमा छलफलमा जुटेका सचिवालयका बहुमत सदस्यहरु अध्यादेश जारी गराएर प्रधानमन्त्रीले गलत गरेको निश्कर्षमा पुगेका हुन् ।
प्रधानमन्त्री ओलीको एकतर्फी निर्णयविरुद्ध पार्टीका शीर्ष नेताहरुले काउन्टरको तयारी गरेका हुन् । पार्टीलाई कुनैपनि जानकारी नगराई अध्यादेश ल्याउनुलाई पार्टीले गम्भिर विषयका रुपमा लिएको र यसबारेमा पार्टी केन्द्रिय कमिटीमा गम्भिर छलफल गरिने सचिवालय सदस्यहरुले बताएका छन् ।
अध्यादेश जारी भएलगत्तै नेकपाका कार्यकारी अध्यक्ष प्रचण्डले कडा आपत्ती जनाएका थिए । उनले प्रधानमन्त्रीले तत्काल अध्यादेश फिर्ता गराउनुपर्ने बताएका थिए । अध्यादेश विरुद्ध वरिष्ठ नेता माधव कुमार नेपाल, झलनाथ खनाल र पार्टीका प्रवक्ता समेत रहेका नारायणकाजी श्रेष्ठले समेत आपत्ती जनाएका थिए ।
अध्यादेश जारी भएपछि प्रचण्ड र माधव नेपाल निकटका सचिवालय सदस्यहरु छलफलका लागि प्रचण्ड निवास खुमलटार पुगेका थिए । प्रचण्डले अध्यादेशको विरोध गरेपछि प्रधानमन्त्री ओलीको सन्देश लिएर सुवास नेम्बाङ समेत खुमलटार पुगेका थिए ।
संवैधानिक परिषदको मंगलबार बसेको बैठकमा सभामुख उपस्थित नभएपछि प्रधानमन्त्री ओलीले सो बैठकलाई साँझ ५ बजेसम्मको लागि स्थगित गरि तत्काल मन्त्रीपरिषद बैठक बोलाएका थिए । मन्त्रीपरिषद बैठकमा अध्यादेशको विषयमा छलफल नै नगराई एकतर्फी ढंगले राष्ट्रपति समक्ष अध्यादेश जारि गर्न सिफारिस पत्र पठाएका थिए । प्रधानमन्त्रीले सिफारिस पठाउनासाथ राष्ट्रपतिले पनि बिनाढिलाई अध्यादेश जारी गरेकी थिईन् ।
संसोधित ऐन अनुसार अब संवैधानिक निकायको बैठक बस्नका लागि तीन जना उपस्थित भएमात्र पनि गणकपुरक पुग्ने भएको छ । अब संवैधानिक नियुक्तिका लागि प्रधानमन्त्री, राष्ट्रिय सभाका अध्यक्ष, प्रतिपक्षी दलका प्रमुखमात्र बसेर पनि निर्णय गर्न मिल्ने व्यवस्था कायम भएको छ ।
अध्यादेश जारी गरेपछि प्रमुख प्रतिपक्षी दल नेपाली काँग्रेसले यसलाई सरकारको अलोकतान्त्रिक कदमको संज्ञा दिएको छ । सोही कारण मंगलबार साँझ प्रधानमन्त्रीले आह्वान गरेको संवैधानिक परिषद्को बैठकमा सभापती देउवा अनुपस्थित भएका थिए ।
